New rules and regulations could be on the horizon for e-bikes, scooters and mopeds in New York City as the City Council takes up more than 20 proposals aimed at making city streets safer.

The City Council is expected to hold a hearing Wednesday on the proposals following a series of fatal collisions.

The measures represent one of the largest assortments of bills proposed on a single topic.

Among the proposals is a push to ban e-bikes that can travel faster than 25 mph, along with tougher laws and enforcement against illegal bikes and vehicles.

One of the issues city officials are looking to address involves motorized e-bike devices being purchased online by people who believe they are legal to ride in New York City when they are not.

Several proposals also focus on delivery apps and their drivers.

One measure would require delivery apps to carry liability insurance for crashes involving their workers.

City Council Speaker Julie Menin has also discussed safety for pedestrians and riders on social media. Another proposal would require sidewalk detection devices on e-bikes that would force the bikes to slow down when they are being ridden off the street.

So far this year, 20 bicyclists have been killed compared with the same period in 2025.

Menin is expected to hold a news conference at 9 a.m. ahead of the City Council hearing scheduled for 10 a.m.
