STATEN ISLAND, N.Y. — During a community information session, Staten Island residents will have the opportunity to learn directly from the city Department of Sanitation leadership about New York City’s trash containerization initiative.
“New York City is finally removing the mountains of black bags from our streets,” said Department of Sanitation Commissioner Javier Lojan. “This is a major step toward a cleaner, healthier, and safer city for all.”
Lojan will address the community at the Gerard Carter Center on Tuesday, Sept. 30, 2025, from 6 to 8 p.m.
The event, which is sponsored by Bay Street & Beyond, will focus on the city’s ongoing trash containerization program. Residents will be able to ask questions and hear directly from leadership about how the program will impact their communities and improve public spaces.
The program, which aims to move away from loose black bags placed on curbs, is designed to reduce litter, cut down on rats, and improve neighborhood quality of life.
New York City began piloting containerized waste collection in select neighborhoods in 2023, starting with high-density areas and expanding to residential zones. The initiative was informed by successful models in cities like Barcelona and Paris.
The city’s trash containerization rules require bins for residential buildings of fewer than 10 units that are 55 gallons or smaller with secure lids. The city is also offering official bins which come with latching lids, wheels, and a metal bar for mechanized collection. These official bins will be fully mandatory in June 2026.
In addition to residential requirements, the Department of Sanitation is working with commercial corridors to implement containerized pickup for businesses.
The Gerard Carter Center is located at 230 Broad Street in Stapleton.
