Savannah, N.Y. — A Wayne County man is facing an animal cruelty charge after striking, choking and repeatedly using a shock collar on a dog, according to New York State Police.
Troopers responded to a home on Wiley Road in Savannah following a report that William Ubiles, 34, abused a dog after becoming upset that the animal had damaged a vehicle part, according to police.
Following an investigation, Ubiles was arrested Saturday and charged with misdemeanor torturing or injuring animals under New York State Agriculture and Markets Law, police said. He was taken to the Wayne County Jail for arraignment.
