Tenants are welcoming a potential change of management at the River Valley Estates mobile home park.

A new temporary manager of the park, also known as a temporary receiver, is awaiting appointment by a state Supreme Court amid an ongoing lawsuit brought by the state Attorney General’s Office against the former owners.

Last year, a judge ruled on the side of tenants who said they’ve dealt with illegal rent hikes, along with a variety of other issues with water and infrastructure.

The pending manager, Ian Lagowitz, was appointed after the park’s owners, George and Gayla Sue Levin, defaulted on mortgage payments. He will oversee the financials of the Loch Sheldrake park to ensure payments are made on time and in an transparent manner.

Tenants are relieved.

“The roads will be clean, the grass will be cut properly, the garbage will be picked up properly,” River Valley resident Joe Ruffler said. “Maybe they’ll start recycling even. What we pay for will be handled professionally.”

The Levins are still responsible for paying out whatever damages are owed to tenants. A ruling on that has not happened yet.

Spectrum News 1 reached out to both George Levin and Lagowitz for comment. Neither have responded.
