The New York City Council is poised to vote on a bill that would stop horse-carriage rides in the five boroughs by mid-2028. The proposal comes after years of pushback, mainly from animal rights activists. The tipping point may have come in June, when 18-year-old tourist Romanch Mahajan was thrown from a carriage and died. NBC New York’s Chris Jose reports.
