New York City’s long-running debate over horse-drawn carriages is reaching a turning point, with the City Council expected to advance legislation Thursday that would end the industry by June 2028.
The bill, known as Romanch’s Law, is named for 18-year-old Indian tourist Romanch Mahajan, who died in June after jumping from a runaway carriage during a ride.
The proposal has the backing of Mayor Zohran Mamdani and the Central Park Conservancy, but carriage drivers have opposed efforts to phase out the industry.
City Council Speaker Julie Menin joined “Mornings On 1” ahead of the vote to discuss the legislation.
