Demolition work resumed this week at a controversial Staten Island property, alarming neighbors who believed construction was prohibited under an existing stop work order. The property at 203 Franklin Avenue in New Brighton once housed a 127-year-old home, demolished in March despite a stop work order issued by the city’s Department of Buildings. After receiving a complaint, city inspectors determined the latest work involved garage remnants with a separate building identification number, meaning it did not violate the existing order. Officials said the stop work order is expected to be lifted, but a violation will be issued for an inadequate construction fence. A hearing on earlier violations has been postponed until January.
