NEW YORK (PIX11) — Winter chill has arrived in New York, but a heating assistance program is under threat due to federal funding.

New York’s Home Energy Assistance Program (HEAP) is set to begin accepting applications on Nov. 24. However, the federal government has not yet released $400 million in funds for the program after the shutdown ended last week, according to Gov. Kathy Hochul.

HEAP helps approximately 1.5 million New Yorkers pay their energy bills during the winter months, according to Gov. Hochul. Without the funding, New York will not be able to accept applications, leaving those in need without the assistance.

On average, the maximum benefit New Yorkers received in 2024-2025 was $996.

Who is eligible for HEAP?

Your household may qualify if:

A member is a U.S. citizen, U.S. non-citizen national or a qualified non-citizen

All household members have a Social Security number

A member receives SNAP, temporary assistance or SSI

Household size, monthly gross income of:
