New York state is moving forward with a plan to redevelop long-vacant parts of the Creedmoor Psychiatric Center’s campus in Queens into a mixed-use housing development.
Gov. Kathy Hochul’s office on Thursday announced that the Public Authorities Control Board approved a plan to transform 46.5 acres of vacant, state-owned land into a “vibrant mixed-use community featuring new housing, open space and community amenities.”

The plan will be supported by a $500 million initiative aimed at transforming underutilized sites into housing, announced in her latest executive budget.
“Across New York, we’re tackling the housing crisis with creative solutions that make the most of every opportunity — including underutilized State property like the Creedmoor campus,” Hochul said in a statement. “By working together with local leaders and residents, we’re building a stronger future for Queens and for our entire state.”
The parts of the campus set for redevelopment have sat vacant and underutilized for decades, with many former hospital buildings in disrepair, according to Hochul’s office.
The plan calls for 2,022 new homes, including more than 950 affordable rental units for veterans, seniors and supportive housing, and over 1,000 affordable and market-rate homeownership units, officials said. The project will also add more than 10 acres of open space, new community facilities and retail space.
“Creedmoor Psychiatric Center’s campus has greatly evolved from when it first opened as the Farm Colony of Brooklyn State Hospital more than a century ago. This redevelopment project will breathe new life and vitality into an area of the campus that has been vacant for decades, transforming this area into homes for thousands of New Yorkers,” New York state Office of Mental Health Commissioner Dr. Ann Sullivan said in a statement.
Parts of Creedmoor’s campus continue to serve as a state-run psychiatric hospital that sees some of the city’s most complex mental health cases.
The campus also previously housed a migrant relief center, which opened in August 2023 and closed earlier this year.
