STATEN ISLAND, N.Y. — A 61-year-old man accused of terrorizing a woman on the Staten Island Railway has again been found mentally unfit to face the charges, court records indicate.

Luis Marrero, of Central Avenue in St. George, is facing charges that include second-degree robbery and public lewdness in connection with the June 3, 2024, incident.

During a Nov. 14 hearing, Justice Alexander B. Jeong continued the defendant’s remand status at a mental health facility, based in part on progress reports from licensed experts at the facility.

Jeong adjourned the case to November 2026.

NYPD: Exposed himself, assaulted woman

Police said the incident unfolded at about 11:50 p.m.

Marrero approached the woman inside a train car while he was masturbating, with his pants lowered in a manner that exposed his genitals, the criminal complaint alleges.

The defendant — who is listed at 6 feet tall and 150 pounds — was accused of then punching the woman in the face multiple times. And when she attempted to flee, he allegedly yanked her purse from her shoulder and snatched her cell phone from her hand.

The woman suffered injuries that included bruising and swelling on her face and a laceration and bleeding on her lip, the complaint continued.

Marrero’s attorney declined to comment Wednesday.
