On November 19, 2024, at approximately 5:28 a.m., New York State Police members responded to State Route 11c in Winthrop for a report of a larceny from a vehicle.
An investigation determined that a purse containing a wallet had been stolen from a vehicle at a residence on State Route 11C in Winthrop, St. Lawrence County. The suspect(s) attempted to use multiple credit and debit cards at several different stores, and were successful in completing transactions at times.
Further investigation identified three suspects involved:
  •   Jessica J. Ashley, age 36, of Brasher Falls
  •   Jesse D. Cali, age 31, of Winthrop
  •   Dale F. Pryce, age 38, of Brasher Falls
Troopers continued to actively investigate the case and search for all three individuals. The Town of Bombay Court issued arrest warrants for each suspect.
On November 28, 2024, New York State Police members located Pryce. He was transported to SP Massena for processing and charged with Grand Larceny 4th. He was released on an appearance ticket returnable to the Town of Bombay Court.
Troopers continued searching for Ashley and Cali.
On December 17, 2024, Ashley arrived at SP Winthrop to turn herself in on the arrest warrant. She was processed and charged with Grand Larceny 4th. She was arraigned in the Town of Bombay Court and released on her own recognizance.
Troopers later learned that Cali was incarcerated on unrelated matters. His arrest warrant was lodged with the jail. On December 2, 2025, he was transported by the Clinton County Sheriff’s Department to SP Malone for processing. He was charged with Grand Larceny 4th and subsequently arraigned in the Town of Malone Court.
