CITYWIDE — THE DEPARTMENT OF City Planning on Dec. 15 released the 2025 edition of the New York City Zoning Handbook, updating the guide to reflect sweeping changes adopted under Mayor Adams’ signature “City of Yes” zoning overhaul.

Department Director Dan Garodnick said the handbook is intended to make zoning rules more accessible following the most significant revisions to the city’s Zoning Resolution since 1961. The update includes new terminology, maps, and plain-language explanations covering housing, economic opportunity and carbon-neutrality reforms.

The handbook explains new zoning districts, affordability incentives, housing types and energy infrastructure rules, and offers practical examples showing how zoning applies at the neighborhood level. It is available for free online, with printed copies sold at CityStore.
