Local Mobile Home Communities suffer from water shortages

  • February 2, 2026

WATERTOWN, New York (WWNY) – Edward Stevens’ faucet won’t turn on.

He tells us its a recurring issue that’s been plaguing him and his wife for the years they’ve lived at Pine Meadows Mobile Home Park. Sometimes its fine, but other times they have low water pressure or it cuts out entirely.

“Gotta have water for necessities,” said Stevens. “Wash, bathe, brush your teeth. They’re necessities. You can’t wash your cars or anything here. It impacts your life hard.”

Stevens says the issue tends to arise in the winter, and whenever it’s fixed, its only a matter of time before the water troubles return.

“It’s just a repetitive thing,” he said, “and the rent increase they charge us is ridiculous.

Stevens isn’t the only one with troubles. Several residents at the adjacent Northland Estates, which is run by the same company as Pine Meadows, contacted us to report water troubles. We also spoke with one of Stevens’ neighbors who was experiencing water pressure issues of her own, and she’d stocked up on bottled water. She believes maintenance staff is doing the best it can but says the inconsistency is frustrating.

“A lot of people in this community are either disabled or retired,” said Stevens’ neighbor, Christine Orr. “It’s not like we can go out and dig a ditch or something”

We managed to get in touch with Cook Properties Chief Operating Officer Bill Heumann who said the company is doing everything it can to supply water to residents. He also touched on a project, currently in the works that would see residents at both mobile home parks put on Town of Watertown municipal water.

“We’re super excited to be able to go public and not have the issues anymore for water retention and water acquiring issues,” said Heumann. “That’s kind of where we’re at.”

As for a timeline on that project, Heumann says last he knew a groundbreaking was expected in the Spring.
