OGDENSBURG, New York (WWNY) – North Star Health Alliance has a new interim CEO. The hire comes as 3 other leaders have been let go.
Andrew Manzer has experience in helping turn hospitals around and takes over as interim CEO of North Star, while Rob Bloom who was serving in that role after Rich Duvall stepped down in January, continues to be North Star’s chief restructuring officer.
While North Star brings Manzer in, 3 other leaders are out.
They are Brandon Bowline, who worked as the chief operating officer for North Star, Randy Fipps, who was Chief Administrator of Behavioral Health and Peter Sinagra, who was Executive Director of North Star’s Foundation and helped raise money for the group.
7NEWS has learned the changes were decided locally and were not at the direction of the state department of health.
The changes are confirmed by a North Star official.
North Star filed for Chapter 11 bankruptcy in February and state talks and financial help to get it through a transition into a new business model hit a sour note in the spring of 2025.
As it goes through bankruptcy court, North Star is waiting on guidance from New York State on what happens next. Meaning does it continue on its own, or does the state bring in another hospital group to run it. The state has stayed silent.
