Does it matter the budget is late?

The state budget is now six days late, and because of the religious holidays, not much is expected to be accomplished before Tuesday when lawmakers return to Albany to pass a budget extender.  

To give us a sense of what’s next, and whether a late budget matters, Capital Tonight invited Shontell Plummer to the show.
