Last April, the city began issuing fines to property owners who failed to properly separate organic waste for curbside composting. However, after an initial enforcement blitz, the Adams administration stopped issuing fines to most property owners that broke city composting rules.

A report last week from the city’s Independent Budget Office found that during the enforcement blitz last April, organics collection nearly tripled. However, once the Adams administration stopped issuing fines, collection declined by 43%.

The Mamdani administration has resumed some enforcement, but is only issuing a fraction of the fines that were handed out during last year’s enforcement blitz.

During an interview with NY1 anchor Rocco Vertuccio, Sanitation Commissioner Gregory Anderson spoke about efforts to increase composting compliance under the Mamdani administration.

“We are seeing really good progress,” Anderson said. “Obviously we have more to do. Part of that is education and outreach. Part of that is enforcement.”
