HERKIMER, N.Y. — State Police are stepping up efforts to stop illegal off-road vehicle use in the town of Russia, focusing on Military Road and nearby areas.

According to a press release, complaints have described people riding unregistered and unlicensed ATVs, UTVs and dirt bikes in violation of New York State vehicle and traffic law.

Many of these vehicles are being used recklessly, without safety gear and in places where riding is not allowed.

State Police have increased patrols and will continue enforcement throughout the season.

Troopers are working on both education and enforcement to address unsafe riding.

In 2025, troopers issued about a dozen tickets for ATV and UTV violations in the Town of Russia.

Enforcement for 2026 started in April and is still ongoing.

State Police, working with the Herkimer County District Attorney’s Office, will also investigate cases involving juveniles.

Criminal charges may be brought against those who allow or encourage illegal ATV use.
