NEW YORK (PIX11) — Mayor Zohran Mamdani revealed the New York City executive budget on Tuesday, and with that came lesser-talked-about revenue sources.
Among the details for the $124.7 billion executive budget for fiscal year 2027 was a table for revenue generated solely through fines.
How does NYC collect fines?
The city collects fine revenue through courts and administrative tribunals for violations under the city’s traffic laws, administrative code and other laws. Forfeiture revenue is collected from surrendered and converted bail and cash bonds, as well as performance bonds from contractors.

Before announcing the details of his budget, the mayor said a $4 billion infusion from the state allowed him to close the city’s looming $5.4 billion budget gap.
The mayor also celebrated $1.77 billion in city agency savings and the elimination of vacant jobs.
It’s not quite case closed on the budget gap yet, though, Comptroller Mark Levine said. The budget is balanced in fiscal years 2026 and 2027, but the city will still face a gap of over $6 billion in the following fiscal years.
