New York lawmakers left Albany for the weekend without a budget in place. The 12th budget extender was passed ensuring essential state funding continues to flow until Monday when they will return to Albany. Lawmakers grapple with a fifth late state budget in a row and it now threatens to infringe on the final two weeks of the legislative session. Also, for the last few years, the Packaging Reduction and Recycling Infrastructure Act has been one of the most heavily lobbied bills in Albany.
