Multiple roads were blocked and mass transit delayed in Westchester and New York City Thursday, Oct. 30, after a heavy downpour resulted in flash flooding.
A flash flood advisory for Westchester, Rockland, Putnam and Orange counties was set to expire at 6:15 p.m., the National Weather Service said.
After the storm ended, the clouds gave way to sunshine and multiple rainbows were spotted over Westchester, despite lingering flood waters on several roadways.

Area of Hutchinson River Parkway closed in New Rochelle
According to the DOT, all four lanes of the Hutchinson River Parkway at Exit 9 – CR 101 in New Rochelle (mile marker 9.4) were still closed as of 6:15 p.m. The closure was expanded to include the stretch of northbound roadway between Exit 11 – Weaver Street in Scarsdale, and Exit 12 – Mamaroneck Road in Scarsdale.
Westchester County police announced the closure on their Facebook page Thursday evening, noting that “significant flooding is occurring on the Hutchinson River Parkway in the vicinity of Mill Road in Eastchester. Partial closures on the Hutch are expected.”
“Motorists are advised to avoid these areas,” county police said. “Also, proceed with caution wherever you are driving during this evening’s storm due to the risk of flash flooding.”

According to the New York State Department of Transportation’s online alert system, NY511.org, a stretch of the Bronx River Parkway was closed Thursday, Oct. 30, due to flash flooding.
Area of Bronx River Parkway closed near Exit 21
All four lanes of the Bronx River Parkway were closed, in both directions, between the Sprain Brook Parkway exit in Yonkers, and Exit 21 – NY 119/Main Street, White Plains, 511NY says.
As of 6:15 p.m. Thursday, the stretch of parkway was still closed.

Area of Taconic Parkway closed
According to the DOT, flooding caused a road closure Thursday afternoon on the Taconic State Parkway in both directions near Mount Pleasant, between Commerce Street and Stevens Avenue. As of 5:50 p.m., the area was still blocked.
Route 9A reopens near Ryder Road in Ossining
The Village of Croton-on-Hudson posted that Route 9A was closed in both directions near Ryder Road in Ossining, due to flooding. By 6 p.m., the road had reopened.
Metro-North reports delays on New Haven line
According to the Metro-North website, delays of up to 15 minutes were being reported by passengers on the New Haven line, thanks to flooding between Mount Vernon and New Rochelle.
In addition, the 2:34 p.m. eastbound train from Grand Central Station to New Haven was operating 10-13 minutes late, and the 3:31 p.m. westbound train from Stamford, Conn. to Grand Central was operating 10-15 minutes late.
Downed tree shuts area of Verne Road in Greenburgh
According to the DOT, a fallen treen and downed wires on NY 100B resulted in a road closure on the thoroughfare, in both directions in the area of Verne Place.

Southern Westchester now under flash flood warning
Expanding on an earlier-issued coastal flooding advisory, the National Weather Service issued an additional flash flood warning for areas of south central Westchester, the Bronx, Brooklyn, Manhattan and Queens.
“At 3:40 p.m. EDT, Doppler radar indicated thunderstorms producing heavy rain across the warned area. Between 1 and 2 inches of rain have fallen. The expected rainfall rate is 1 to 1.5 inches in 1 hour … Flash flooding is ongoing or expected to begin shortly.”
The coastal flood advisory is still in effect, and has been extended to 8 p.m.
“We have extra officers on duty to assist with any storm related issues,” Rye City police said on social media. “Call the non emergency line at 914-967-1234 or 911 in case of any emergencies.”
