In what must be the most successful collaboration between police officers and construction workers since the Village People, the New York State Police inserted troopers disguised in hard hats and safety vests into active work zones on the New York State Thruway in order to crack down on traffic violations. The result: 94 violations handed out to drivers in just eight hours.
The targeted enforcement program is called Operation Hard Hat, and the most recent deployment took place in Herkimer County between Albany and Syracuse on May 22, 2026. The targeted enforcement was a continuation of the statewide campaign that began in April, during the launch of National Work Zone Awareness Week, with the goal of reinforcing driver compliance with New York State’s Move Over Law—emphasizing increased alertness and reduced speeds near active work zones.
Police got their point across by issuing a violation, on average, n every five minutes for eight hours. Of the 94 total violations issued, 69 of them were for speeding; the top offender was clocked at 79 mph in the 55 mph work zone. In addition to the velocity-based violations, the police also ticketed eight seatbelt violations, six move-over law violations, two cell phone/electronic device use violations, and nine other vehicle and traffic law violations.
This was just four days after a similar operation took place on Interstate 81 in the town of Parish, Oswego County. On that day, 50 traffic tickets were issued for various traffic violations.

Operation Hard Hat may sound gimmicky at first, but the numbers show exactly why these crackdowns exist. Highway work zones are dangerous places where construction crews work just feet away from speeding traffic; the fact that troopers were able to issue nearly 100 violations in only eight hours certainly suggests many drivers still are not paying attention behind the wheel in these particularly sensitive areas.
If drivers slow down and stay alert in work zones, maybe police officers will not need to dress like construction workers to get the message across. However, for the time being these operations will continue; New York State Police have said that the operation will continue throughout the 2026 construction season to encourage safe driving in highway work zones.
