UTICA, N.Y. — New York small business owners could soon have an easier way to keep up with changing regulations thanks to a new bill advanced by the State Assembly.
According Assemblywoman Marianne Buttenschon, Bill A.11046, which she introduced, passed unanimously in both the Assembly and Senate and now heads to the Governor’s Office.
The bill would require the New York State Division for Small Business to publish a plain-language compliance guide each year by Jan. 31, summarizing all statutory and regulatory changes from the previous year.
The guide will include updates on permits, licenses, taxes, insurance, workplace safety, workers’ compensation, wages, hours and benefits, along with contact information for state agencies.
The legislation also directs the Commissioner of Economic Development to run a public awareness campaign using public forums, social media and mass media to make sure small business owners know about the guide and how to access it.
The annual guide will be published in the State Register and posted on the Division for Small Business’s website.
“No small business owner should lose sleep wondering if they’ve missed a new rule buried in the State Register,” Buttenschon said. “This guide will level the playing field and make compliance simpler for every entrepreneur in New York.”
