ROCHESTER, N.Y. (WROC) — New York State United Teachers (NYSUT) has passed a resolution calling for limited screen time and limited use of artificial intelligence in educational settings.
Outlined in the resolution are several guidelines members consider “developmentally appropriate limits” to ensure the guidance of educators and families is prioritized over technology.
Proposed practices include the following:
No 1:1 screens or devices for students in pre-K through second grade, including online assessments
Exception for students in need of support for documented needs (special education, translation services)
Paper and pencil assessment and testing options are required for all students, as recommended in the NYSUT More Teaching, Less Testing report
No student-facing AI for students in pre-K through second grade
No non-educational AI for students in third through eighth grade
Use of AI must be supervised, led by educators, and specifically designed to promote digital literacy and civic readiness
No “social companion” chatbot use for children under 16 that simulates human relationships
In collaboration with parents, community members, experts, youth-focused organizations, local and state leaders, NYSUT hopes to address the role and limits of technology in education and early development.
The resolution builds upon previous technology limits implemented in schools across New York State for the 2025-2026 school year, which calls for a bell-to-bell cellphone ban.
