CAPITAL REGION, NY (WRGB) — Two men are behind bars without bail on felony drug charges after a traffic stop on I-87 in Ulster on Thursday.

On October 30, 2025, at approximately 2:01 p.m., members of the New York State Police Troop K Community Stabilization Unit (CSU) conducted a traffic stop on a vehicle traveling northbound on Interstate 87 in the Town of Ulster for violations of the New York State Vehicle and Traffic Law.

The operator and registered owner of the vehicle was identified as Colin F. Hill, 48, of East Dorset, Vt., and the front seat passenger as Correy G. Smith, 32, of Brooklyn.

State Police K-9 Vinn conducted an exterior scan of the vehicle, which resulted in a positive alert for the presence of narcotics. Officers searched the vehicle and found approximately 251.5 grams of cocaine and 51.5 grams of ketamine.

Hill and Smith were arrested and charged with the following:

Criminal Possession of a Controlled Substance in the 1st Degree (Class A-I Felony)Criminal Possession of a Controlled Substance in the 3rd Degree – Intent to Sell (Class B Felony)Criminal Possession of a Controlled Substance in the 4th Degree (Class C Felony)Criminal Possession of a Controlled Substance in the 5th Degree – Intent to Sell (Class D Felony)Criminal Use of Drug Paraphernalia in the 2nd Degree (Class A Misdemeanor)

Hill and Smith were transported to the Ulster County Centralized Arraignment Part Court for arraignment and subsequently remanded to the Ulster County Jail without bail.
