The discussion over whether to ban horse-drawn carriage rides in the city has resurfaced after an 18-year-old visiting New York died after being thrown to the ground when a carriage horse bolted away from its driver.
Staten Island Republican Councilman Frank Morano joined “Inside City Hall” to share why he believes the Council needs to pass “Ryder’s Law,” a bill he co-sponsors that would effectively ban horse carriage rides in the city.
