An independent review of New York’s prison system found widespread violence, poor morale and a culture lacking accountability following the deaths of inmates Robert Brooks and Messiah Nantwi.
The report recommends stronger oversight, expanded training and giving the corrections commissioner greater authority to fire officers for misconduct.

New York City health officials have confirmed 18 cases of Legionnaires’ disease on the Upper East Side as they continue investigating the outbreak.
The Health Department is testing cooling towers throughout the area to help prevent additional infections.
Health Commissioner Dr. Alister Martin told NY1 the city is working to identify the source, reduce the risk of further spread and keep residents informed.
