New legislation introduced Thursday would increase trash pickup in New York City neighborhoods with concentrated nightlife. It was introduced by Council Member Jennifer Gutiérrez, whose district includes venues like the former Brooklyn Mirage and the Brooklyn Monarch.

If passed, it’ll earmark areas with lots of bars, 311 complaints and foot traffic for extra trash pickup and street cleaning. Community Boards will be able to request additional trash pickup from the Department of Sanitation.
“For New Yorkers who live in lively districts like mine, the cost of someone’s fun night out can unjustly impact the cleanliness of the entire neighborhood,” Gutierrez said.
Based on 311 complaints, Brooklyn is the most trash-filled borough, with 17,215 complaints of littering, trash on the sidewalk and overflowing cans in 2026. It’s followed by Queens with 12,431.
Flatbush, Bed-Stuy, Ridgewood and Bushwick have the most littering complaints in 2026.
“New York’s nightlife is one of the things that makes this city special, but the neighborhoods that keep our restaurants, bars, and music venues thriving shouldn’t have to bear the burden of overflowing trash and dirty streets,” said Council Member Christopher Marte, who represents the Lower East Side and SoHo.
