Video shows a man pouring liquid and igniting a massive fire outside a federal building in New York City that includes offices for Immigration and Customs Enforcement, the FBI and other agencies. Authorities say the suspect, identified as 43-year-old Andrew Arrabaca, a United States Army veteran, also fired an airsoft rifle and ignited incendiary devices.
