The New York State Police have arrested a 20-year-old Montour Man following an investigation into an incident in which a construction zone flagger was intentionally struck by a vehicle.
On July 14, 2026, the New York State Police investigated an incident on Ridge Road in the town of Horseheads. The investigation determined that Ryan R. Sochia, age 20, of Montour, was operating a yellow and blue 1999 Ford Mustang when he approached an active construction zone.
Investigators determined Sochia revved the vehicle’s engine and antagonized a flagger who was displaying a stop sign and directing traffic to stop before intentionally striking the flagger with the vehicle and fleeing the scene.
The flagger was transported to a local hospital for treatment of non-life-threatening injuries and was later released. She sustained bruising as a result of the incident.
Following an investigation, Sochia was located on July 19, 2026, at his residence on County Road 14 in the town of Montour and was taken into custody.

Sochia was arraigned in the Town of Horseheads Court and released after posting $1,080 bail.
