If you’re going to celebrate New York City’s waterways, you might as well start by launching a fleet of homemade cardboard boats into the Hudson River.

That was the scene Thursday evening at Manhattan Kayak Company’s boathouse at Pier 84, where teams representing waterfront organizations, city agencies and environmental nonprofits spent two frantic hours transforming little more than cardboard and packing tape into boats they hoped would survive a race across the basin.
