NEW YORK (WBNG) — Gov. Kathy Hochul announced $21 million in state funding to create three new Comprehensive Psychiatric Emergency Programs (CPEPs) and improve four existing sites.
Administered by the Office of Mental Health, the capital and start-up funds are designed to expand the capacity of these specialized emergency units to treat New Yorkers in crisis.
“New Yorkers who are confronting a behavioral health crisis benefit from wider access to emergency programs tailored to their needs,” Hochul said. “By expanding psychiatric emergency programs within hospitals, we are able to quickly and comprehensively support individuals in a timely and personalized manner.”
About $18 million will fund three new CPEP locations, including a new site at Champlain Valley Physicians Hospital in the North Country and another at Westchester Medical Center Health Network to serve Dutchess and Ulster counties.
The Bronx will also get a new CPEP at Lincoln Medical & Mental Health Center.
“As Chair of the Senate Mental Health Committee, I support compassionate, trauma-informed programs that help individuals experiencing a behavioral health crisis. I applaud Governor Hochul for investing in three new [CPEPs] to increase our state’s capacity to serve New Yorkers in crisis with therapeutic care,” said State Senator Samra Brouk.
The remaining $3.1 million will go toward upgrades at four existing CPEPs, including $1 million for United Health Services Hospitals (UHS) in the Southern Tier to add two new treatment areas and a flexible common space.
CPEP facilities offer specialized care for up to 72 hours for people experiencing psychiatric crises, serving as a primary entry point to the state’s mental health system.
New York currently has 21 CPEPs and three satellite offices, which recorded more than 110,000 visits between February 2025 and January 2026.
“During a mental health crisis, having a safe place to turn for immediate care can make all the difference,” said Assemblymember Jo Anne Simon. “[CPEPS] help ensure that New Yorkers experiencing a mental health crisis can quickly access treatment, evaluation and continued care.”
