Federal prosecutors have charged the captain of a vessel that capsized over the weekend, killing a mother and her 5-month-old daughter, with manslaughter.

Manuel Hernandez was operating the 22-foot boat with 14 people aboard, even though the vessel was designed to carry no more than 10. Prosecutors also say Hernandez knowingly operated the boat with the infant on board without a properly sized life vest.

Captain Sean Tortora, a maritime expert, joined “Mornings On 1” to discuss what investigators may be looking at as they work to determine what led to the deadly incident.
