A former NYPD detective was arraigned in Brooklyn for allegedly assaulting a handcuffed prisoner while holding a padlock.
Prosecutors say that in January, Raymond Ng repeatedly punched a prisoner with a metal lock at the police precinct in Carroll Gardens. They say Ng was mad that the prisoner tried to spit on him.
Ng was demoted and placed on modified duty.
