East New York Affordable Housing Lottery Has $1,358 Studios

Developed by Housing Works, the building under construction on the site of three early 20th century storefronts will contain supportive and affordable units.

An affordable housing lottery for 14 studio apartments in an under-construction affordable building on East New York’s Pitkin Avenue is closing next week. Developed by nonprofit Housing Works, the eight-story building will have 39 units and a rooftop garden protected by a solar canopy.

The 14 studio apartments in the lottery for Pitkin Avenue Residence at 2611 Pitkin Avenue are intended for households of one or two people earning between 50 and 60 percent of Area Median Income, or $46,540 to $81,420 a year, according to the listing. Six studios are priced at $1,358 a month and eight will rent for $1,600 a month.

The remaining 25 apartments in the complex will be supportive residences. Slated to open in the fall, according to Housing Works, the building was designed by Archimuse, permits show.

As well as the rooftop garden and solar canopy, the new development includes a laundry room, community room with shared kitchen, a backyard, bike storage, and free Internet, according to the listing. All utilities are included in rent. The new development doesn’t allow pets, aside from service animals.

Renderings show the bottom two stories will be dark grey brick, with beige brick at higher levels. The facade of the building, which is slightly concave, has evenly spaced windows and a set back on the seventh floor, where there is a rooftop terrace.

Housing Works acquired the site in 2018 for $775,000, city records show. The property comprised three two-story brick storefront buildings dating from 1927. In the early 20th century, they held a beauty salon, printer, and plumbing and heating company, old tax photos show.

Housing Works demolished the three buildings in 2024, and the city issued a new-building permit in December 2024. The site sits within the area of the East New York rezoning, and the building does not yet have a certificate of occupancy.

The project was financed using the New York State Homes and Community Renewal (HCR) Low-Income Housing Tax Credit, New York State’s Supportive Housing Opportunity Program, Homeless Housing and Assistance Program, All Affordable New York City, and the federal government’s Continuum of Care funding.
