A New York City Department of Parks & Recreation employee was arrested after a 10-year-old girl suffered a serious, firework-related hand injury in Dongan Hills, according to law-enforcement sources. Police received a 911 call at approximately 6:45 p.m. reporting the girl inside General Douglas MacArthur Park in Dongan Hills. Officers applied a tourniquet and she was transported to Northwell Staten Island University Hospital in Ocean Breeze in stable condition. Joshua Moe, 24, was arrested within the confines of the 122nd Precinct, and police accused him of reckless endangerment and endangering the welfare of a child.
