CHENANGO, N.Y. — A Utica man is facing multiple charges following a traffic stop in Broome County, N.Y., the New York State Police said.
The state police said that on Aug. 15, around 4:32 p.m., on West Chenango Road in the Town of Chenango, N.Y., they saw a 2020 Mitsubishi Outlander with a suspended registration. The trooper pulled over the driver, Dungnhi Phan, 30.

The police said Phan did not have a driver’s license. His arrest led to the discovery of two illegal handguns.
As a result, Phan was charged with:
2 counts of Criminal Possession of a Weapon in the 2nd degree (loaded firearm), a class “C” felony2 counts of Criminal Possession of a Weapon in the 3rd degree (previous conviction), a class “D felonyCriminal Possession of a Weapon in the 3rd degree (defaced for concealment), a class “D” felonyCriminal Possession of a Weapon in the 4th degree (ghost gun), a misdemeanorAggravated Unlicensed Operation in the 2nd degree, a misdemeanor
Phan was processed and then turned over to the Broome County Correctional Facility for arraignment.
