Chief Administrative Judge Joseph A. Zayas has appointed three senior security officials to oversee safety operations across NYC’s judicial districts, the NYS Unified Court System announced. 

Assistant Chief for NYC Borough Security Operations Donna L. Ehret will oversee the 11th Judicial District in Queens, making her the Unified Court System’s highest-ranking female uniformed supervisor. Assistant Chief Clemont Mack will oversee courts in the 1st and 12th Judicial Districts, covering Manhattan and the Bronx, while Assistant Chief David E. Serrano will lead security operations in the 2nd and 13th Judicial Districts, covering Brooklyn and Staten Island.

The appointments are effective Sept. 24.

Under the direction of judicial leaders, the court system’s Dept. of Public Safety and senior court administrators, the three officials will oversee security operations throughout their assigned counties. Their responsibilities will include implementing statewide security policies, directing emergency operations, assigning and redeploying security personnel, evaluating local security needs and other law enforcement-related tasks.

I have every confidence that they will excel in guiding district-wide security operations — safeguarding our judges, non-judicial personnel and court users, all who work in and appear before our New York City courts — in support of our mission of delivering fair and accessible justice.”

Ehret joined the court system as a NYS Court Officer in 1991 and rose through the ranks, serving with distinction in numerous supervisory roles, according to a press release. Most recently, she was Major and Commanding Officer in the Queens County Supreme Court’s Criminal Term. She is also a certified New York State EMT with advanced training in judicial protection, crowd control, and emergency management, the release stated.

Mack began his court career in 1997 as a Court Officer in Bronx Criminal Court, later becoming a Major and Commanding Officer and received the Bernard Gotein Award for exemplary public service this year.

Serrano, who became a Court Officer in 2000, has served as Major and Commanding Officer in Brooklyn since 2019. He is a member of the NYS Court Officer Candidate Background Evaluation Board, which assesses applicants’ suitability for court officer duties, and is the founder of the New York State Court Officers Baseball Team, launched in 2006, according to the press release.

The three appointees will report directly to NYC Chief Michael Senese.
