State police arrest three for drugs/gun charges in Syracuse

SYRACUSE, N.Y. — On September 16, members of the New York State Police Community Stabilization Unit (CSU), assigned to a Gun Involved Violence Elimination (GIVE) detail, conducted a traffic stop on a 2008 Dodge Ram pickup truck on South Ave in the city of Syracuse for multiple Vehicle and Traffic Law violations.

The New York State Police say during the traffic stop, the rear passenger, later identified as Troy W. Brothers fled on foot and was subsequently taken into custody. Troopers on scene with the vehicle say they observed what appeared to be a handgun in the rear seat. The firearm was later determined to be a BB gun.

Troopers say subsequent search of the vehicle resulted in the recovery of a loaded Heritage Rough Rider .22-caliber revolver, along with suspected methamphetamine and fentanyl.

Troy W. Brothers, age 27, from Gouverneur, was charged with:

Obstructing Governmental Administration in the Second Degree, a Class A misdemeanor Criminal Possession of a Controlled Substance in the Seventh Degree, a Class A misdemeanor

Brothers was issued an appearance ticket returnable in Syracuse City Court on October 21, 2026, at 9:30 a.m.

Jason A. Guinup, age 46, from Gouverneur, was charged with:

Tampering with Physical Evidence, a Class E felonyCriminal Possession of a Controlled Substance in the Seventh Degree, a Class A misdemeanor

Guinup was issued an appearance ticket returnable in Syracuse City Court on October 16, 2026, at 9:30 a.m.

Ryan Rose, age 24, from Gouverneur, the operator of the vehicle, was charged with:

Criminal Possession of a Firearm, a Class E felonyCriminal Possession of a Weapon in the Third Degree, a Class D felonyCriminal Possession of a Weapon in the Second Degree, a Class C felonyAggravated Unlicensed Operation of a Motor Vehicle in the Second Degree, a misdemeanorTwo counts of Criminal Possession of a Controlled Substance in the Seventh Degree, Class A misdemeanors

Rose was also issued four traffic tickets and was transported to the Onondaga County Justice Center pending centralized arraignment.
