Governor Kathy Hochul is expanding regulations on A.I. Developers across the state through New York’s Responsible AI Safety and Education (RAISE) Act.
By the new year, A.I. developers will be required to register and provide regular reporting with the state’s new Office of Digital Innovation, Governance, Integrity, and Trust (DIGIT), which will oversee general compliance of new regulations. Those regulations include quarterly assessments of catastrophic risks and a disclosure statement every other year starting in 2027. A.I. Developers will also be required to begin reporting critical safety incidents within 72 hours to the state, starting as soon as November.
These expansions will also allow the public to file their own reports of suspected incidents where safety was jeopardized with DIGIT. DIGIT Office will also be required to provide annual reports summarizing critical safety incident reports the Office received, observations of frontier model safety, and recommended changes to the RAISE Act.
The new DIGIT Office will be created within the State Department of Financial Services.
