NEW YORK — If you pay for electricity or natural gas through one of the state’s utility companies, you may qualify for savings. Half of all New York households are now eligible for relief through the Energy Affordability Program, which provides customers with utility bill discounts they can count on each month.
EAP provides financial relief to New York households with annual income levels below Area Median Income or State Median Income, depending on utility service territory. The program is meant to make electric or natural gas utility bills more affordable for income-eligible consumers through monthly bill discounts applied directly on your bills.
The EAP sets an energy burden target level at or below six percent of household income for all New York State utility income-eligible customers.

The PSC approved the following measures to fulfill a program goal of reaching all income-eligible households. Established new requirements for utilities to identify and enroll all the income eligible households.
New York State has mandated that energy utilities automatically enroll EAP participants in budget billing. Customers may opt-out of the budget billing program at any time after enrollment by contacting the utility.
They may receive updated and standardized EAP discount amounts to provide more appropriate discount levels.
As of January 13, 2026, the availability of benefits were expanded to include utility customers below median income who did not qualify for assistance under the existing program thresholds.
All New York households below state median income – or area median income for customers served by Con Edison, National Grid NYC, or National Grid Long Island – are eligible to receive monthly discounts through the Energy Affordability Program.
All large electric and natural gas utilities provide the EAP discount to households that receive a Home Energy Assistance Program benefit, regardless of fuel or benefit type. In addition, eligibility for EAP was expanded to include other public assistance programs available for residents of NY state and/or NY tribal lands.
For customers enrolled in a public assistance program: You may be enrolled in EAP automatically if you receive benefits from certain government assistance programs.

Customers can contact their energy service utility by phone, fax, mail, website, or email regarding the EAP program. The utility will provide information on eligibility, monthly benefit amounts, and any application procedure. To apply online, refer to the links below.
