47-year-old man accused of abandoning dog on roof of Brooklyn building without food or water

A 47-year-old man was arrested and is facing charges for allegedly abandoning a dog on the roof of a commercial property that is out of business.

The dog was found injured, malnourished, chained and muzzled without food or water at 1289 Atlantic Avenue on Saturday afternoon.

Authorities made the discovery after someone complained to 311 last weekend about the neglected animal, described by police as in “deplorable conditions.”

The NYPD Emergency Service Unit was able to get the dog and took it to a local animal hospital to be cared for.

Police said they arrested Yasunari Ikuma on Sunday on charges of torture/injured/not feeding an animal and abandonment of an animal.
