The Rockefeller Institute of Government, the think tank that presented reforms to New York’s Foundation Aid formula last year, has come out with a brief proposing a new method to fund the fast-growing group of English Language Learners (ELL) in the state’s public schools. 

Instead of using the current funding formula, which Rockefeller describes as “one size fits all,” the think tank proposes directing greater funding toward students who have the highest needs.  

Capital Tonight discussed the proposal with Brian Backstrom, director of education policy studies at the Rockefeller Institute.
