TOWN OF LOUISVILLE, New York (WWNY) – A report of tools stolen from a building led to the arrest of two.
New York State Police say shortly after 2 p.m. on June 19, troopers responded to State Route 56 in the Town of Louisville for the report.
An investigation determined that two men unlawfully entered a building without permission and stole tools. Those men were identified as Jason Morgan, 42, of Norfolk, and Curtis Welcher, 34, of Massena.
Welcher was arrested and processed on August 8, 2025. He was charged with 3rd-degree burglary and arraigned in the Town of Norfolk Court, where he was released on his own recognizance.
State Police submitted a request for an arrest warrant for Morgan through the Louisville Town Court. The warrant was granted on October 23.
Morgan was located on November 27. He was arrested and transported to State Police in Massena for processing.
Morgan was charged with 3rd-degree burglary and 4th-degree grand larceny.
Morgan was arraigned in the Town of Massena Court, where he was remanded to the St. Lawrence County Jail.
