CITY HALL — THE CITY COUNCIL has launched a new guaranteed income program for young, homeless New Yorkers, allocating $1.5 million in the FY2026 budget to support 60 participants ages 18 to 24, officials announced Monday.
The initiative, run in partnership with Covenant House New York, will provide each participant with $1,200 per month for nine months, plus a one-time $5,000 payment available during the first nine months of the yearlong program.Â
The funding is designed to help youth in shelters and transitional housing secure permanent housing and meet basic needs.
Council Speaker Adrienne Adams said the program builds on a municipally funded guaranteed income initiative for expectant mothers and reflects growing evidence that direct cash assistance improves housing stability, food security and long-term self-sufficiency.
