Republican advocates want the Manhattan trial court judge to recuse himself, due to prior ties to Gov. Kathy Hochul, a Democrat. The lawsuit, based on the New York State Voting Rights Act, asks to compel Albany lawmakers to recreate Congressional District 11 into a “minority-influence” district that would pair Republican-leaning Staten Island with lower Manhattan, while carving out parts of Brooklyn.
