{"id":10130,"date":"2025-10-20T23:50:13","date_gmt":"2025-10-20T23:50:13","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ny\/10130\/"},"modified":"2025-10-20T23:50:13","modified_gmt":"2025-10-20T23:50:13","slug":"some-150000-nyc-students-may-lose-school-bus-service-amid-contract-battle-chronic-complaints","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ny\/10130\/","title":{"rendered":"Some 150,000 NYC students may lose school bus service amid contract battle, chronic complaints"},"content":{"rendered":"<p>Close to 150,000 New York City students could lose <a href=\"https:\/\/gothamist.com\/news\/her-son-was-stuck-on-a-school-bus-for-3-hours-nyc-data-says-the-delay-never-happened\" rel=\"nofollow noopener\" target=\"_blank\">school bus service<\/a>\u00a0next month if operators follow through on a threat to yank drivers off the job over a <a href=\"https:\/\/www.nytimes.com\/2024\/10\/01\/nyregion\/nyc-school-bus-delays.html\" rel=\"nofollow noopener\" target=\"_blank\">bitter contract impasse<\/a>, according to a formal warning filed Monday.<\/p>\n<p>The private school bus companies notified the state Labor Department that, if a citywide education panel does not approve their contract extension, they would be forced to lay off <a href=\"https:\/\/www.nydailynews.com\/2023\/09\/20\/school-bus-drivers-reach-tentative-agreement-avoid-strike\/\" rel=\"nofollow noopener\" target=\"_blank\">12,000 unionized drivers and attendants<\/a> at the end of the business day on Oct. 31.<\/p>\n<p>Absent a long-term agreement, the bus vendors have been operating on emergency extensions, and the Panel for Educational Policy was planning to take the latest extension up in November. Members have been doing so every two months since the last renewal expired over the summer.<\/p>\n<p>\u201cTheir threat to withhold service is really trying to hold us hostage,\u201d said Greg Faulkner, chairman of the city\u2019s school board.<\/p>\n<p>The dustup comes against the backdrop of parents and advocates pushing for greater accountability. At issue are longstanding concerns over the city\u2019s <a href=\"https:\/\/www.schools.nyc.gov\/about-us\/funding\/funding-our-schools\" rel=\"nofollow noopener\" target=\"_blank\">$1.9 billion school transportation system<\/a>, which relies on a Byzantine network of contracted bus operators to shuttle students \u2014 <a href=\"https:\/\/citylimits.org\/a-new-school-year-is-here-and-so-are-school-bus-delays\/\" rel=\"nofollow noopener\" target=\"_blank\">many of whom have disabilities<\/a> or are <a href=\"https:\/\/www.nydailynews.com\/2025\/10\/20\/nearly-1-in-7-nyc-public-school-children-are-homeless-all-time-high-report\/\" rel=\"nofollow noopener\" target=\"_blank\">living in homeless shelters<\/a> \u2014 to and from school.<\/p>\n<p>Horror stories abound. At the start of each school year, families overwhelm the school transportation office\u2019s call center with <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2021\/9\/13\/22672760\/school-buses-leave-nyc-students-stranded-on-first-day\/\" rel=\"nofollow noopener\" target=\"_blank\">reports of bus delays and no-shows<\/a>. Some students have been <a href=\"https:\/\/nypost.com\/2022\/04\/28\/brooklyn-kids-with-disabilities-miss-classes-as-school-buses-show-up-at-late-or-not-at-all\/\" rel=\"nofollow noopener\" target=\"_blank\">forced to miss school<\/a>, or are excluded from after-school or <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2025\/03\/03\/nyc-summer-rising-applications-open-for-2025-academic-enrichment-programming\/\" rel=\"nofollow noopener\" target=\"_blank\">summer programming<\/a> after the buses stop running for the day.<\/p>\n<p>\u201cWe hear from hundreds of families every year,\u201d said Randi Levine, the policy director at Advocates for Children of New York.<\/p>\n<p>It\u2019s a problem that affects working parents especially hard, if they\u2019re forced to pick up or drop off their kids: \u201cWe hear from families who are scrambling to keep their jobs because of inconsistent bus service,\u201d Levine said.<\/p>\n<p>The topic has prompted countless <a href=\"https:\/\/www.nyappleseed.org\/post\/new-york-city-yellow-bus-service\" rel=\"nofollow noopener\" target=\"_blank\">research<\/a>\u00a0<a href=\"https:\/\/advocate.nyc.gov\/blog\/air-conditioning-in-nyc-public-school-buses-an-urgent-need\" rel=\"nofollow noopener\" target=\"_blank\">briefs<\/a> and <a href=\"https:\/\/comptroller.nyc.gov\/wp-content\/uploads\/documents\/Stranded-Afterschool-Report-Final.pdf\" rel=\"nofollow noopener\" target=\"_blank\">audits<\/a>, <a href=\"https:\/\/www.nydailynews.com\/2018\/10\/16\/nyc-school-bus-horror-stories-and-possible-fixes-discussed-at-packed-city-council-hearing\/\" rel=\"nofollow noopener\" target=\"_blank\">news<\/a>\u00a0<a href=\"https:\/\/nypost.com\/2022\/07\/23\/nyc-students-stuck-on-hot-school-buses-during-heat-wave\/\" rel=\"nofollow noopener\" target=\"_blank\">investigations<\/a> and <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2022\/11\/21\/23472253\/nyc-school-bus-delay\/\" rel=\"nofollow noopener\" target=\"_blank\">City Council oversight hearings<\/a> over the years.<\/p>\n<p>\u201cWe are working diligently and proactively to ensure alternative transportation services are in place, should they be needed,\u201d said Schools Chancellor Melissa Aviles-Ramos on X, adding she hadn\u2019t received any formal notice from the bus companies yet and that emergency extension contracts had already been sent.<\/p>\n<p>\u201cRecent reports that bus companies are contemplating mass layoffs if they do not receive a five-year contract is deeply upsetting and an act of bad faith,\u201d she added. \u201cIn the interest of uninterrupted service and public trust, we urge all parties to reject tactics that circumvent transparent, democratic processes and to keep the focus where it belongs, on the needs of our students and families.\u201d<\/p>\n<p>Local education officials have lobbied New York lawmakers to change state law they say blocks them from competitively rebidding the contracts, most of which are almost a half-century old. The Legislature passed such a measure before the COVID-19 pandemic, but it was <a href=\"https:\/\/www.amny.com\/education\/cuomo-vetoed-employee-protection-provision-bill-for-school-bus-drivers\/\" rel=\"nofollow noopener\" target=\"_blank\">vetoed by then-Gov. Andrew Cuomo<\/a>, now an independent candidate for mayor.<\/p>\n<p>The latest contract proposal \u2014 negotiated for about a year and agreed to by the Adams administration and the bus operators \u2014 would extend the deal by five years and make some changes, such as <a href=\"https:\/\/www.nydailynews.com\/2024\/01\/19\/nyc-launches-app-parents-track-school-buses\/\" rel=\"nofollow noopener\" target=\"_blank\">improved GPS service and call-center bandwidth<\/a> for parents to track their children and speak with a representative. The proposal also invests in minority- and women-owned businesses, electric vehicles and worker training.<\/p>\n<p>But the deal falls short of the systemwide change advocates say is needed and requires approval from the Panel for Educational Policy, which has opted instead for short-term emergency extensions <a href=\"https:\/\/www.schools.nyc.gov\/get-involved\/families\/panel-for-education-policy\/special-commissions\" rel=\"nofollow noopener\" target=\"_blank\">while it asks parents and experts for feedback<\/a>.<\/p>\n<p>\u201c[My friend] came to me one day and he said, Greg, I don\u2019t know where my son is,\u201d Faulkner recalled.<\/p>\n<p>\u201cWhat do you mean you don\u2019t know where your son is?\u201d Faulkner said.<\/p>\n<p>They later found out that the boy, who has a \u201cserious\u201d disability, was on a bus ride home diverted to another borough for a few hours. \u201cI\u2019m thinking that\u2019s a fluke \u2026 then I started hearing it\u2019s common,\u201d Faulkner said.<\/p>\n<p>The bus companies, at the request of First Deputy Mayor Randy Mastro, said they held off on notifying the Labor Department until the Panel for Educational Policy released a plan for its next meeting, on Oct. 29.
