If you look up from your plate of flapjacks, you\u2019ll notice that much of its historic home, the 38-story Pittsfield Building, is vacant office space.\u00a0<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">That could change soon, however, as the Chicago City Council recently approved the Art Deco skyscraper built in 1927 to be <a href=\"https:\/\/blockclubchicago.org\/2025\/09\/25\/plan-to-convert-pittsfield-building-offices-into-apartments-gets-city-council-ok\/#:~:text=The%20art%20deco%20skyscraper%20in%20the%20Loop%20will%20gain%20214%20apartments%2C%20an%20observation%20deck%20and%20a%20rooftop%20caf%C3%A9%20while%20preserving%20historical%20details.\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:converted into 214 residential apartments;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">converted into 214 residential apartments<\/a>, adding to the 228 apartments previously approved.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">As the nation reels from a housing crisis, <a href=\"https:\/\/www.smartcitiesdive.com\/news\/office-conversions-accelerate-older-buildings-face-demolition-yardi-cbre\/751702\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:office-to-housing conversions;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">office-to-housing conversions<\/a> are taking off in cities across the country. New York City, for example, saw annual office conversions surge from 1.6 million square feet in 2023 to <a href=\"https:\/\/www.smartcitiesdive.com\/news\/nyc-zoning-office-conversions\/802428\/#:~:text=annual%20conversions%20growing%20from%201.6%20million%20square%20feet%20in%202023%20to%203.3%20million%20in%202024\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:3.3 million square feet last year;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">3.3 million square feet last year<\/a>.\u00a0<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Illinois Policy, a <a href=\"https:\/\/www.illinoispolicy.org\/our-story\/#:~:text=The%20Illinois%20Policy,4)%20advocacy%20organization.\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:nonpartisan advocacy organization;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">nonpartisan advocacy organization<\/a>, says Chicago \u2014 which faces an affordable <a href=\"https:\/\/www.chicago.gov\/city\/en\/sites\/affordable-requirements-ordinance\/home\/letter-from-commissioner.html#:~:text=There%20are%20roughly%20100%2C000%20fewer%20affordable%20homes%20than%20there%20are%20households%20in%20need.%20\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:housing shortfall;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">housing shortfall<\/a> of roughly 100,000 homes \u2014 could do more to follow New York\u2019s lead.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cChicago\u2019s commercial vacancies could help its residential shortage if policymakers are willing to make it a priority,\u201d the organization said in <a href=\"https:\/\/www.illinoispolicy.org\/unused-office-space-could-mean-more-chicago-housing\/#:~:text=Chicago%E2%80%99s%20commercial%20vacancies%20could%20help%20its%20residential%20shortage%20if%20policymakers%20are%20willing%20to%20make%20it%20a%20priority.\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:a recent analysis;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">a recent analysis<\/a>.\u00a0<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Chicago currently has a greater proportion of vacant downtown office space than New York City \u2014 estimated at 28% compared with New York\u2019s 13%.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Unlike New York, Chicago takes \u201ca more narrow, case-by-case approach\u201d to financial assistance for office-to-residential conversion projects, IP stated.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">There are currently at least <a href=\"https:\/\/www.wbez.org\/real-estate-development\/2025\/04\/25\/office-residential-conversions-apartments-housing-downtown#:~:text=There%20are%20at%20least%2011%20planned%20conversions%20in%20the%20pipeline%2C%20according%20to%20research%20from%20commercial%20real%20estate%20firm%20Bradford%20Allen%20and%20public%20records.\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:11 planned office conversion;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">11 planned office conversion<\/a> projects in the works in Chicago, many part of the city\u2019s plans to revitalize the LaSalle Street corridor, bringing 1,765 units of mixed-income housing to its downtown and repurposing <a href=\"https:\/\/www.chicago.gov\/city\/en\/sites\/lasalle-street\/home.html#:~:text=2%20million%20square%20feet%20of%20vacant%20space\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:2 million square feet of vacant space;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">2 million square feet of vacant space<\/a>.\u00a0<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Illinois Policy provided three recommendations for how the city could encourage more office-to-housing conversions downtown:<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Revise the city\u2019s Affordable Requirements Ordinance, which currently requires residential projects with more than 10 units to make 20% of the units affordable. The city should instead embrace a property tax abatement model New York City uses, IP said.\u00a0<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Make commercial-to-residential conversions a larger part of the city\u2019s long-term <a href=\"https:\/\/www.chicago.gov\/city\/en\/sites\/central-area-plan\/home.html\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:downtown growth plan;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">downtown growth plan<\/a>, which aims to revitalize the downtown area as a neighborhood and \u201cnot just as a business.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Streamline zoning approvals and remove regulatory barriers that \u201cslow the process.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cConverting empty office space into housing won\u2019t solve Chicago\u2019s housing shortage overnight, but it can make a meaningful dent while revitalizing the city\u2019s commercial core,\u201d Illinois Policy stated.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The new apartments in the Pittsfield Building will be a mix of studio, one-, two- and three-bedroom units, Block Club Chicago reported.
