{"id":105662,"date":"2026-01-20T11:30:07","date_gmt":"2026-01-20T11:30:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ny\/105662\/"},"modified":"2026-01-20T11:30:07","modified_gmt":"2026-01-20T11:30:07","slug":"firefighters-in-los-angeles-sound-alarm-over-battery-energy-storage-systems-as-fdny-defends-fire-code","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ny\/105662\/","title":{"rendered":"Firefighters in Los Angeles sound alarm over battery energy storage systems, as FDNY defends fire code"},"content":{"rendered":"<p class=\"article__paragraph article__paragraph--left\" id=\"AT6RU5WWOVB6NKAMWAKRU46XEE\">STATEN ISLAND, N.Y. \u2014 A labor union representing over 3,200 firefighters, paramedics, dispatchers, pilots, and other emergency personnel within the Los Angeles County Fire Department is speaking out against the construction of a battery energy storage system \u2014 one that is slated to rise next to an active fire station located in the heart of the California city.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"5QVMRFXHC5E6DDNMROQZWJQDCQ\">\u201cThe siting of an ESS facility next to an occupied fire station \u2014 where firefighters work and reside twenty-four hours per day \u2014 constitutes an unacceptable, unsafe, and indefensible action that directly contradicts established fire protection engineering principles, firefighter safety standards, and the intent of applicable codes,\u201d stated a letter penned by David Gillotte, president of the Los Angeles County Firefighters IAFF (International Association of Fire Fighters) Local 1014. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"RFN43XDDCJDQHG4UJ3E3J3L7PQ\">The letter, which was written on Local 1014 letterhead and addressed to Los Angeles County Fire Chief Anthony Marrone, was circulated on several social media pages and called for an immediate \u201ccease-and-desist\u201d of consideration or approval of any energy storage system facility adjacent to Fire Station 43 or residential occupancies. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"EPWBLL6SQZFCDGAB2ZCWAIXG2M\">The union did not respond to a request for comment about the letter, which was dated Jan. 2, 2026, and referred to BESS facilities as \u201chigh-hazard\u201d installations that present \u201cuniquely severe risks.\u201d But the missive was shared freely on Facebook by other communities who are battling the construction of battery energy storage systems where they live.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"N6Z7HZH74ZESLKOG5V3WHQ2IKE\">The Advance\/SILive.com brought the letter to the attention of the FDNY, asking whether the NYC Fire Department shares the same concerns, particularly inquiring about a <a href=\"https:\/\/www.silive.com\/news\/2025\/11\/just-horrendous-concrete-walls-around-staten-island-battery-energy-storage-system-spark-outrage.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.silive.com\/news\/2025\/11\/just-horrendous-concrete-walls-around-staten-island-battery-energy-storage-system-spark-outrage.html\">site currently under construction at 287 Nelson Ave.<\/a>, which is located directly across the street from Engine 162\/Ladder 82 in Great Kills. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"YEGMGX7LMBHVXAOMMXBG5JIKDY\">\u201cLet\u2019s be clear, keeping New Yorkers and our first responders safe will always be our top priority \u2014 it\u2019s what the brave men and women of the FDNY do every single day,\u201d an FDNY spokesperson noted in a statement. \u201cAt the same time, we are committed to a greener, more sustainable future for all. That\u2019s why our fire code for energy storage systems is widely regarded as one of the most robust and strongest in the country \u2014 it\u2019s considered a national benchmark for safety. We test facilities, enforce standards, and prepare for any potential emergencies like no other city, making our regulations the best fire code for energy storage in the nation.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"SAKKN2MU7VBWNJTK56N6QVAKNQ\">The FDNY noted that every BESS must pass full-scale fire testing, meet installation requirements, and get equipment approvals before it\u2019s installed. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"UM7WU3TJX5FZRCIGJKTYYQMIGQ\">The agency stated that after installation it conducts thorough inspections, and systems must pass emergency shutdown tests before operating.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"6UBJV6WDDJFNBFFUWTMTH5HZHM\">The FDNY also said that its Bureau of Operations and Special Operations studies current and emerging battery energy storage system technology and updates training and response procedures accordingly. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"II2TQVOGDBGG3EQ44MQIZFJXXU\">Still, New York City leaders questioned the siting of the facilities near homes, firehouses and other mixed-use areas.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"SCZEJPHSPRGFVLGU56MTH3URTE\">\u201cWhat more has to be said about these dangerously volatile and unproven facilities, when one of the largest firefighter unions in the country comes out against them being sited next to fire houses and in residential areas?\u201d noted Staten Island Borough President Vito Fossella. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"ZQ36OVDNVNBLDBINYDJOKG762E\">A technology that uses a group of batteries to store electrical energy, allowing the energy to be released later when needed, the storage system sites \u2014 commonly referred to as BESS or ESS \u2014 essentially act as backup power sources for homes or the grid, particularly during peak demand or power outages. They are often used in conjunction with renewable energy sources like solar power.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"RPITEO6XC5GYBGYBSDVTYPWANM\">Developers and green energy proponents tout the lithium-ion structures \u2014 <a href=\"https:\/\/www.silive.com\/business\/2022\/11\/back-up-energy-site-coming-to-staten-island-how-will-it-be-used-support-the-boroughs-electrical-grid.html\" target=\"_blank\" rel=\"nofollow noopener\">which started popping up in several NYC neighborhoods<\/a> in 2022 \u2014 as quiet neighbors that are a necessary agent for renewable change. They are designed to remove pressure from the city\u2019s stressed grid, using rechargeable batteries to store electrical energy from various sources, and then releasing that stored energy when needed.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"LDMPMZDPVJC2ZGKSS5LVOVUS6A\">But over the past two years, Staten Island residents and borough officials have voiced concerns about their siting. <a href=\"https:\/\/www.silive.com\/news\/2023\/01\/islanders-ask-are-lithium-ion-battery-storage-facilities-safe.html\" target=\"_blank\" rel=\"nofollow noopener\">Community Boards voted against their proximity to bakeries<\/a> and storefronts and <a href=\"https:\/\/www.silive.com\/business\/2022\/11\/back-up-energy-site-coming-to-staten-island-how-will-it-be-used-support-the-boroughs-electrical-grid.html\" target=\"_blank\" rel=\"nofollow noopener\">elected officials issued a moratorium<\/a> on applications filed within residential districts. In one instance, <a href=\"https:\/\/www.silive.com\/business\/2023\/01\/plans-withdrawn-for-community-opposed-lithium-ion-battery-storage-system-on-staten-island.html\" target=\"_blank\" rel=\"nofollow noopener\">an energy developer retracted plans to place batteries in a Bulls Head church parking lot<\/a>.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"MI2APDZRNNCBVBCXMQAWGYUQXI\">\u201cIf the people who put their lives on the line fighting fires say that BESS units are too dangerous to be put next to homes, gas stations and fire houses, why is the City turning a blind eye to their proliferation here?,\u201d Fossella asked. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"7YGCIKD4EVDATMDM4EZIY7CUDI\">And according to DOB records, more are coming: Applications for 58 battery energy storage systems were approved by the NYC Department of Buildings in 2025 and another 98 are currently under evaluation for placement throughout the five boroughs.
