{"id":109699,"date":"2026-01-23T12:51:08","date_gmt":"2026-01-23T12:51:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ny\/109699\/"},"modified":"2026-01-23T12:51:08","modified_gmt":"2026-01-23T12:51:08","slug":"ny-4-other-states-ask-judge-to-keep-trump-from-withholding-money-for-child-care","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ny\/109699\/","title":{"rendered":"NY, 4 other states ask judge to keep Trump from withholding money for child care"},"content":{"rendered":"<p class=\"article__paragraph article__paragraph--left\" id=\"XZROVP6F5NCZFCNM6PLOC6WAXU\">Five Democratic-controlled states are asking a judge Friday to order President Donald Trump\u2019s administration to keep money flowing for child care subsidies and other programs aimed at boosting low-income families with children.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"U5RA5MA3OFATNLM6SMH5P3Z2AA\">The U.S. Department of Health and Human Services said it was pausing the funding because it had \u201creason to believe\u201d the states were granting benefits to people in the country illegally, though it did not provide evidence or explain why it was targeting those states and not others.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"K6EGC6U4FNGTVIFH7EPLEVCIPA\">The states say the move was instead intended to damage Trump\u2019s political adversaries.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"B36NT24RWBC6TP2XM4Y7DTQSOU\">A <a href=\"https:\/\/apnews.com\/article\/social-service-child-care-5-states-trump-c4af28914687e6b95a3122a225676a8c\" target=\"_blank\" rel=\"nofollow noopener\">judge previously gave<\/a> the states a reprieve to the administration\u2019s plan to halt funding for the states unless they provide information on the beneficiaries of some programs, including names and Social Security numbers. The temporary restraining order is set to expire Friday.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"KOAYOT5AZ5GW3NKKT4JEQ5ALOI\">The request under consideration now is to keep the programs funded while a legal challenge to the administration\u2019s plan moves ahead.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"XPTWDXJR4ZHEFB7UUQZYTXLLNE\">The states in question are California, Colorado, Illinois, Minnesota and New York. Around the same time as the actions aimed at the five states, the administrations put up <a href=\"https:\/\/apnews.com\/article\/federal-money-minnesota-snap-medicaid-child-care-38de05fb90bddbe953adad4e0c87c218\" target=\"_blank\" rel=\"nofollow noopener\">hurdles to Minnesota<\/a> for even more federal dollars. It also began requesting all states to explain how they\u2019re using money in the child care program.<\/p>\n<p>The programs are intended to help low-income families<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"7RWDKY6IGRGARDKPS6PNA5NZTY\">The programs are the Child Care and Development Fund, which subsidizes child care for 1.3 million children from low-income families nationwide; the Temporary Assistance for Needy Families program, which provides cash assistance and job training; and the Social Services Block Grant, a smaller fund that provides money for a variety of programs. The states say that they receive a total of more more than $10 billion a year from those programs \u2014 and that the programs are essential for low-income and vulnerable families.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"UXFM4SBGXFH6XGZEORPZM7AZII\">The <a href=\"https:\/\/apnews.com\/article\/trump-administration-safety-net-funding-fraud-a5b5712a99ea20695a85d2ffe3b687d9\" target=\"_blank\" rel=\"nofollow noopener\">U.S. Department of Health and Human Services<\/a> sent letters to the states on Jan. 5 and 6 telling them they would be placed on \u201crestricted drawdown\u201d of program money until the states provided more information.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"Y6EXK6BWCRB3LDXGZA3QB2TOMQ\">For TANF and the Social Service Block Grant, the request required the states to submit the data, including personal information of recipients beginning in 2022, with a deadline of Jan. 20.<\/p>\n<p>States call the action \u2018unlawful many times over\u2019<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"FSI5OY4PA5FZXACUGJUHJ7H2HI\">In court papers last week, the states say what they describe as a funding freeze does not follow the law.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"UMS5DC2MT5EOHJPQXIZJDFYHWU\">They say Congress created laws about how the administration can identify noncompliance or fraud by recipients of the money \u2014 and that the federal government hasn\u2019t used that process.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"7KKYTPMTONHULI6CJICMZ4IP3A\">They also say it\u2019s improper to freeze funding broadly because of potential fraud and that producing the data the government called for is an \u201cimpossible demand on an impossible timeline.\u201d<\/p>\n<p>The administration says it\u2019s not a freeze<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"O3UMXB3TBNA6ZI4U2423VQGB6A\">In a court filing this week, the administration objected to the states describing the action as a \u201cfunding freeze,\u201d even though the headline on the Department of Health and Human Services announcement was: \u201cHHS Freezes Child Care and Family Assistance Grants in Five States for Fraud Concerns.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"XO4XWHNHKJHS7OVHVW6MJJPNZA\">Federal government lawyers said the states could get the money going forward if they provide the requested information and the federal government finds them to be in compliance with anti-fraud measures.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"Z4YA53A7AJHXFBKNGXAWNO2IGM\">The administration also notes that it has continued to provide funding to the states, not pointing out that a court ordered it to do so.<\/p>\n","protected":false},"excerpt":{"rendered":"Five Democratic-controlled states are asking a judge Friday to order President Donald Trump\u2019s administration to keep money flowing&hellip;\n","protected":false},"author":2,"featured_media":109700,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[6],"tags":[325,28890,9,11,10,49,51,50],"class_list":{"0":"post-109699","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-new-york","8":"tag-day-care","9":"tag-daycare","10":"tag-new-york","11":"tag-new-york-headlines","12":"tag-new-york-news","13":"tag-new-york-state","14":"tag-new-york-state-headlines","15":"tag-new-york-state-news"},"_links":{"self":[{"href":"https:\/\/www.newsbeep.com\/us-ny\/wp-json\/wp\/v2\/posts\/109699","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.newsbeep.com\/us-ny\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.newsbeep.com\/us-ny\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/us-ny\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/us-ny\/wp-json\/wp\/v2\/comments?post=109699"}],"version-history":[{"count":0,"href":"https:\/\/www.newsbeep.com\/us-ny\/wp-json\/wp\/v2\/posts\/109699\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/us-ny\/wp-json\/wp\/v2\/media\/109700"}],"wp:attachment":[{"href":"https:\/\/www.newsbeep.com\/us-ny\/wp-json\/wp\/v2\/media?parent=109699"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.newsbeep.com\/us-ny\/wp-json\/wp\/v2\/categories?post=109699"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.newsbeep.com\/us-ny\/wp-json\/wp\/v2\/tags?post=109699"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
