{"id":11125,"date":"2025-10-21T19:45:27","date_gmt":"2025-10-21T19:45:27","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ny\/11125\/"},"modified":"2025-10-21T19:45:27","modified_gmt":"2025-10-21T19:45:27","slug":"ny-authorities-clamp-down-on-liquor-store-openings-citywide-as-demand-for-booze-plummets","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ny\/11125\/","title":{"rendered":"NY authorities clamp down on liquor store openings citywide as demand for booze plummets"},"content":{"rendered":"<p>New York authorities are clamping down on openings of wine and liquor shops citywide \u2014 as booze sales get hammered by <a href=\"https:\/\/nypost.com\/2025\/08\/14\/business\/us-booze-exports-to-canada-fall-more-than-60-amid-boycott\/\" rel=\"nofollow noopener\" target=\"_blank\">everything from tariffs<\/a> to rising competition with marijuana, The Post has learned.<\/p>\n<p>The State Liquor Authority, which controls where new stores can open, is rejecting up to 70% of license applications this year out of concern that new stores could help put existing shops out of business, according to attorneys who represent Big Apple liquor retailers.<\/p>\n<p>This summer in Brooklyn\u2019s Bedford-Stuyvesant enclave, Rand Liquor Store challenged a competitor\u2019s application for a 138-square-foot shop at 296 Nostrand Ave. to reopen on its turf. The tiny store had closed in 2023 because of a dispute between its owners, according to the lawyer representing the application. <\/p>\n<p>Daniel Posner, owner of Grapes the Wine Company in White Plains, NY. Daniel Posner<\/p>\n<p>In an Aug. 6 hearing in Harlem, SLA Commissioner Lily Fan sided with Rand and clamped down on the proposal.<\/p>\n<p>\u201cThe landscape has changed significantly since the prior store closed,\u201d Fan said at the hearing. \u201cI\u2019m\u00a0not sure that this area can justify another store.\u201d<\/p>\n<p>New York alcohol sales have plunged by as much as 25% this year, with new tariffs on imported liquor and wine threatening to compound the decline, according to New York liquor license attorney Max Bookman. That\u2019s on top of a similar-size drop last year, he said.<\/p>\n<p>\u201cWhen liquor stores are forced to compete with each other like other businesses, [the fear is] they will offer alcohol at extreme discounts and turn a blind eye to underage customers,\u201d Bookman told The Post.<\/p>\n<p>Some liquor shops are making the painful calls themselves. Retailers have voluntarily \u201csurrendered\u201d at least 106 liquor licenses to the SLA this year, The Post found through a Freedom of Information Act request. That left 3,330 retail licenses statewide as of Aug. 25.<\/p>\n<p>New York State Liquor Authority Commissioner Lily Fan is concerned about the liquor business. SLA<\/p>\n<p>\u201cMore liquor stores are closing or are for sale,\u201d liquor license attorney Robert Swetnick, who repped Rand before the SLA, told The Post. \u201cIt\u2019s not a lucrative business like it used to be.\u201d<\/p>\n<p>Alcohol consumption has plummeted nationwide <a href=\"https:\/\/nypost.com\/2025\/08\/13\/lifestyle\/new-gallup-poll-shows-what-americans-are-thinking-about-alcohol\/\" rel=\"nofollow noopener\" target=\"_blank\">as 53% of Americans are now convinced even moderate drinking isn\u2019t healthy<\/a> versus 28% a decade ago. Wine has been particularly hard hit, as younger customers prefer spirits, beer \u2014 and increasingly, cannabis, according to <a href=\"https:\/\/nypost.com\/2025\/01\/09\/us-news\/gen-z-is-drinking-less-alcohol-than-older-americans-data-shows\/\" rel=\"nofollow noopener\" target=\"_blank\">research on changing consumer tastes<\/a>.<\/p>\n<p>Adding insult to injury, wine stores have been forced to raise prices after the Trump administration this summer imposed 15% tariffs on most European vintages.<\/p>\n<p>\u201cWe have six different things working against us and tariffs are making it that much harder,\u201d said Daniel Posner, owner of White Plains, NY-based Grapes the Wine Company.<\/p>\n<p>This Brooklyn store convinced the SLA that the addition of a tiny store in its neighborhood would harm its business. Google Maps<\/p>\n<p>While New York bars and restaurants can open next door to each other, wine and liquor store openings must serve the \u201cpublic convenience and advantage,\u201d according to state law. The Nostrand Avenue shop in Brooklyn was among the latest to get its license application rejected.<\/p>\n<p>At the SLA\u2019s June meeting, the authority turned down Kosher Corks\u2019 bid to open a store in Fresh Meadows, Queens, which would have competed against A to Z Liquors across the street, at 185-11 Union Turnpike.<\/p>\n<p>In February, the agency blocked another store, 5th Ave. Wines &amp; Liquors, from relocating just one block closer to a competitor \u2014 Red\u2019s Wine &amp; Spirits at 7516 5th Ave. in Bay Ridge, Brooklyn.<\/p>\n<p>Commissioner Fan pointed out that Red\u2019s sales records showed that it made $34,000 less in 2024 than it did the year before.<\/p>\n<p>Grapes the Wine Company in White Plains, NY, has increased the number of inexpensive wines it offers. Google Maps<\/p>\n<p>Global demand for wine is estimated to be at its lowest level since 1961, according to the International Organization of Vine and Wine.<\/p>\n<p>US wine sales were down 8.7% during the first half of the year, according to <a href=\"https:\/\/www.wswa.org\/news\/sipsource-2025-q2-report-highlights-persistent-category-headwinds-shifting-consumer-trends-and\" rel=\"nofollow noopener\" target=\"_blank\">an August report<\/a> from Wine &amp; Spirits Wholesalers. <a href=\"https:\/\/nypost.com\/2025\/08\/05\/business\/kentuckys-9b-whiskey-industry-in-crisis-as-gen-z-drinkers-shun-bourbon-tariffs-take-toll\/\" rel=\"nofollow noopener\" target=\"_blank\">Demand for spirits fell 6%<\/a> by volume during the same period, while beer consumption fell 0.8%, according to NIQ data.<\/p>\n<p><a href=\"https:\/\/nypost.com\/2017\/11\/03\/a-booze-and-wine-shortage-is-already-hitting-new-york\/\" rel=\"nofollow noopener\" target=\"_blank\">Winfield-Flynn Wine &amp; Spirits<\/a>, an icon in Murray Hill, Manhattan, quietly shut its doors several months ago after 74 years. A major distributor had sued it for $100,000 in unpaid bills. Sip NYC on Manhattan\u2019s Upper East Side ran a 25%-off sale on pricey Burgundy wines that had been gathering dust on the shelves, its owner Justin Loeb told The Post.<\/p>\n<p>The sale moved $20,000 worth of Burgundy \u2014 although it was no bonanza, he said.<\/p>\n<p>\u201cWe basically didn\u2019t make a profit on our Burgundy and I\u2019m putting that money [from the sale] towards other products that cost less,\u201d he explained.<\/p>\n<p>Now it\u2019s discounting pricey Italian wines, offering a 2018 Uccelliera Brunello Di Montalcino for $56.24 \u2014 down from $75 \u2014 and a 2018 Syrah, Tua Rita Keir Toscana, for $104 from $140.<\/p>\n<p>\u201cWe saw the same situation during the recession of 2008 and 2009, but people were drinking more then,\u201d said Loeb.<\/p>\n<p>Wine Geeks liquidated its entire store in March.
